I'm not convinced they started it but I am certain they're using undercovers to incite rioting and cause damage to property. I'm also assuming they'll try and work this into getting support for sending troops to whatever mess they manage to make of the Middle East.

They need some instances of protesters beating up fake rioters like we've seen here in the past.
