Civil War and Civil unrest are not the same thing. People talk about Civil War, but never define it.

When a government splits into two factions, both claiming legitimacy, and the military splits into two factions, each supporting their side against the other, that's Civil War.

If the military doesn't split, but rather backs only one of the governments, there's no Civil War.

No Civil War is good. But a lot of other nasty shit can happen. See the UK, where the government has brought in illegals to War against their own people. And it's happening here, too. As GEOTUS says, "We'll see what happens."
