What does this even mean? 5 minutes to get to crooks, how do we know it was 5 minutes? And 5 minutes to get to his corpse, or what?

Probably 5mins to get to the body. We know that the sniper was given an image and told Crooks was on the roof well in advance for like 15mins at least. They knew he was up there for a decent amount of time before he shot.
