A shutter speed of 1/8000 is used for seeing high-speed events - the freezing of hummingbird wings, for example. Why would you need such a shutter speed for pictures of a man standing almost stationary?
8000 shutter isn't a stretch if you are shooting in broad daylight with a wide open aputure for blurry backgrounds.
According to the article the aputure was at f/1.6, which is pretty wide.
