It's actually extremely dangerous for him to have put them in boys bathrooms. Working in Social Services for over 20 years I can say it is a known 'thing' for abused, traumatised or learning impaired etc boys to have an unhealthy fixation with foreign objects including tampons. There are no doubt plenty of 'advisors' and 'experts' that would have been well aware of and should have warned against this.
