Either way tips are income and we should all face income taxes equally.
You can't really use the double dip argument in this case because it's done universally across all service industries. Should my plumber be income tax free just because I paid income tax on my earnings?
As for my comparison to college debt relief, they both steal from taxpayers without their consent.
