In the US at least, I think the Patriots were able to replace a great many batches with saline/placebos. I believe this is possible because of the outsized effect certain batches had while others are seemingly benign.
It’s just a guess on my part but 96 million blood draws and histologic examination of them would take the entire Japanese medical establishment years to complete.
This would entail almost 80% of the population of Japan.
