That looks like scenery at some school play. The real story is the man behind her seems to have three arms including one are fully sleeved, one halfway sleeved, and one bare sleeved. In addition, he has one hand free, one is holding a part of a Harris campaign sign, and the third is apparently holding a camera, part which is being blocked by the campaign sign, but that camera is appearing to look at the sky.
BTW, that man appears to have two left hands, one which is holding the sign in question.
