I'm of the opinion that all these numbers are low ball. Drunks, Druggies, and crazy people are predominate. Family gets tired of their BS and gives them the boot, "Treatment" Lasts until the money runs out, and you can't cure crazy. Many of these people can't get a job, who wants them working for them?

Louisiana State puts jailbirds to work, this needs to ramp up. No work no food, and don't give them food stamps.
