Probably since 2012. Some breadcrumbs that original Bill Gates got replaced around 2012. Current one is either an actor, body double, or some other entity (possibly controlled by whitehats now). Real Melinda Gates has not been seen in public since 2012. Currently being played by Kevin Kline, actor, in drag for all public appearances. Uknown exactly what happened to them, but around 2012 lots of media cover about them appearing different.
