It's widely believed that certain aspects of the military 'stepped in' to counter the cheating in the 2016 election cycle. She wasn't supposed to lose...

Will they step in to counter the cheating during this election cycle? and a follow up question...if no, then what was the point of doing so in 2016?

I've always said if you set your expectations low, you're more likely to be pleasantly surprised than disappointed. I can understand why that would be applicable here.
