I think this is likely the same vehicle that was being tested at Camp Pendleton during the covid lockdown. It was illegal to go to the beach, so only people with ocean views (or people sneaking onto the beach) saw the testing.
We have friends who saw the testing happen twice. Someone posted a photo of it on Next-door, and a lot of people chimed in saying they had sen it, too.
