Not supercitizens, just citizens. Everone else should be known as civilians. Civilans should be protected by The Constitution, but only citizens should be allowed to participate in politics.

Also citizenship should be suspended as a condition of criminal conviction or receipt of welfare until the debt to society is repaid in full
