The abbreviated answer is to move people into and out of dangerous situations. Surveillance can be done by satellite or drone. If attacking were a priority, there are better options. It seems to me that someone is expecting the DNC to get ugly.
I would think that a mob looking up and seeing a couple black hawks dropping off some operators up ahead of them would make them turn around and go back home... but... these people are stupid useful idiots.

I know I'd soil my shorts if I was being chased by a Blackhawk. Imagine the atmosphere if an Apache starts spitting flares at those idiots.
