The liberal cities with the greatest amount of LEOs are Where the greatest amount of Crimes are. The 'criminals' are in every city BUT the liberal cities (judges) DO NOT Prosecute and 'END' the worst criminals. It is a Money making system/business to Recycle them while they HAVE disarmed The citizen, so They can not END the crimes.
