The word "gauche" comes to mind. Yes, one must plan for all sorts of contingencies in a world of complexity---but this is like advertising your project to replace your toilets. It could only be worse if they put out a tender for a contractor to perform the event. The British used to be so behind the scenes on sensitive matters. It was called good manners.
