The chemical sprayed, the amount sprayed, the type of dispersal unit (ground, plane etc.), the dates sprayed, the company paying for the spraying, tons of different information from tons of different operations are public information thanks to the Weather Modification Reporting Act of 1972.
This act made it a requirement for non-government entities to report every form of weather modification carried out. "Non-government" being the key words here. Government entities don't have to report anything for some reason, wonder why 🤔
Whether it gets called weather modification, chemtrails, geoengineering, cloud seeding, whatever someone wants to call it, it comes from the same action, spraying chemicals into the atmosphere to alter the weather.

Texas has 5 weather modification regions all available on its government website. You have to look under licensing though, like anyone would look there. 🙄

To summarize the basics:
Chemtards cannot explain what is being sprayed.
Chemtards cannot explain how it is being sprayed (commercial jets? Bullshit)
Chemtards cannot explain why it is being sprayed.
Chemtards cannot explain who is paying for the mystery substance(s) plus the spraying itself.
And the big one: chemtards cannot explain how the people doing all the spraying somehow manage NOT TO BE AFFECTED THEMSELVES.
Do they all live deep underground? Do they not breathe the same air as the rest of us? How exactly do they themselves avoid the effects of the chemtrails they are spraying everwhere?
If any of those questions can be answered, then I will change my mind and adapt to the new information. But so far, none of the chemtards can answer ANY of those questions.

The first 4 questions you posed are answered in the link I provided when you look at the forms. When you open the pdf's it does tell you who is spraying, the type of vessel used for dispersion, what chemical they are spraying and why they are doing it i.e. increase rain, snowfall, etc. As for the 5th, I couldn't even begin to give you an answer. It makes no sense to me either why they would willingly do something Iike this. But, all that other info is there as publicly available information. Cheers pede!
NO, no, no. That is cloud seeding, which is legitimate. True chemtards will do their best to use cloud seeding as an "explanation" of chemtrails, which is dishonest at best.
Chemtards insist that contrails (condensed water) are actually not condensed water - they are some "unknown chemicals" being sprayed over everyone by commercial jets. This is where those unanswered questions originate.
All of that is NOT the same as cloud seeding, which is trying to increase rainfall, and is a very different activity.
As I understand it they are putting aerosolized nano particles of various metals into the stratosphere in order to "reflect the sunlight away from the earth", which you can see as the white lines expand into white blankets, like ripped cotton
but those particles eventually land on the ground, trees, air you breathe etc.
