If CiC and President were split out, to where someone(s) other than Biden is in charge of critical points of operation in the military to protect red lines, while the president and SES are allowed to do whatever they deem they should do to continually try and accomplish more with less.

I don’t claim to understand how all of it is working in the background, but that seems to explain a lot of it.
