This is the Chief Justice of the Supreme Court. Lula is just one of his puppets who he illegally freed from prison in time to run against Bolsonaro.

Ive never dug into how he got this position. Lula was President before he was sentenced to prison for money laundering and corruption so Moraes probably got in then.
