I actually wouldn't mind that. Each county has an armory that contains all the weapons and materials to carry out an insurgency. Just like they did in Iraq. And the governor can release it when warranted.

Only thing is I want that in addition to what I am guaranteed by the 2nd amendment as a citizen.

Not what he wanted, but I'm not concerned about the origin of great ideas.
