The IRS is a non-governmental agency. A private Delaware corporation operating under color of law. Nearly everywhere they operate is outside their legal jurisdiction.

I heard it's technically based out of Puerto Rico. Can anyone confirm? Does this mean the wordsmiths didn't even have the IRS based out of the US but a territory of it, and we're simply using lawfare and hired guns to enforce it??
