Just checked. It's the same guy. On screen above when he's wearing the dark blue and asking for help it says his name is Javier Salazar, sheriff of Bexar county.

Salazar, a Bexar County native and a Democrat, was sworn into office on January 1, 2017.

Southern Texas has a lot of Hispanics that vote blue in certain countries. This is one of them.
