Yes actually, they would love nothing more than to rule over NPC's. They'd have no opposition and they'd have complete control over the population. Ruling over NPC's is their wet dream.

And there likely wouldn't be MILLIONS of indictments, only enough indictments for those who browse conservative sites and engage in discussion.
