I don't think deferred prosecutions were ever used against the mob in NYC or elsewhere.

Indicting low level members to flip them is not an example of a deferred prosecution agreement which is a different thing altogether. Plea bargains for cooperation are a different type of agreement

Could be called a different type of agreement for individuals indicted in personal capacity. It is used in RICO cases, but this may not be a RICO case, it may be straightup treason.
Note that the current US Gov’t is a Corporation (since Oct 15, 1933) domiciled in a territory foreign to the Republic called Washington D.C. (established in 1871).
