I would say that is is training exercise. This is September, the end of the fiscal year. They always schedule training times this close to use up any funding they have. If they don't, they lose that amount for next fiscal year.

Yeah... that whole "year end funny money" shit has got to stop...

If we go to tariffs and eliminate income tax, hopefully this will result in way less money, not endless printing press currency, for them to pull from - they'll be thinking about what's absolutely essential and what just isn't in the budget.
