Do a FOIA request to the Department of Public Works for the complaint details.
I can guide you on how to file one yourself with the Department of Public Works (or any other public agency).
Steps to File a FOIA Request:
Identify the Agency's FOIA Contact Information: Go to the official website of the Department of Public Works (DPW) in your area and find the contact information for their FOIA officer or records department. Most agencies have a designated FOIA officer to handle requests.
Draft Your FOIA Request Letter: You need to clearly and concisely state the information you are seeking. Here’s a sample template you could use:

[Your Name] [Your Address] [City, State, Zip Code] [Email Address] [Phone Number]
