One thing here seems to be that a lot of your (and our, here in Europe) unwanted migrants are actually also victims here, lured into the country by false promises, and the whole thing is run by a small group of people who are either using them for the income they can get from using them, or for political purposes, for now or what they plan to use them for in the future.
The main thing may just be the disruption they can cause, possibly in order to shift the focus away from something that would be even more important.
Also, the good old "divide and conquer" comes always into play with things like this, the citizens and the migrants are being exploited by the same people, but it will not be difficult to get them to fight each other instead of attacking the actual culprits to the whole fiasco.
True, but you should perhaps first concentrate on getting rid of the people causing the problem, or at least concentrate on them more, than trying to get rid of the migrants. Although you have to start punishing them for any crimes they do. At least by deporting them. If you allow any of them to stay - and you may have to, there are too many in already and trying to find all of them in order to deport them if they don't want to go, especially since there are going to be a lot of idiots helping them among your citizens, is going to cost hell of a lot - I don't know, maybe give them the chance to get citizenship, but put some hard conditions to that.
Maybe that it will take AT LEAST 10 years of exceptional living, obeying all the laws faithfully, learn the language, get educated as well as possible and so on and so on... and break any of those conditions and you are out of the country, with any broken law the second the police catch you, with those others you better show you are busting your ass trying to do them when checked, and yes, you need to sign up for that program or you are out when found anyway.
While those leaving voluntarily maybe get some sort of reward for it, at least a free trip back to their own country.
