This General Chat area started off as a place for people to talk about things that are off topic, however it has quickly evolved into a community and has become an integral part of the GAW experience for many of us.
Based on its evolving needs and plenty of user feedback, we are trying to bring some order and institute some rules. Please make sure you read these rules and participate in the spirit of this community.

I am tempted to dig into the git checkins to see who actually made that change. But I am not familiar with the gimp file structure, nor where I can find the files for the brush shapes. Perhaps a project for a lazy sunday.

Okay, so I dug further into the source of GIMMP. I found out that the brushes were revamped in 2012, which was the GIMP 2.8 version. Before this, it was in a file called Diagonal-Star.vbr and did not have the 17.5 degrees rotation.
In 2.8, These files were entirely removed, and new files created with the new revamped design, and as part of it the star brush moved to Basic/Star.vbr which had the 17.5 degrees rotation.
The person who made the commits is Alexia Death and the comments says it was in collaboration with the user called Ramon Miranda

The last line +17.500000 is the angle of rotation.
