That is what I was thinking. But the northwest is a possibility. And if CA gets its water from desalination, it opens up a lot of water from the Colorado river. Nevada has an abundance of federal land.

The state with the highest percentage of federal land is Nevada, of which 80.1%, or 56,262,610 acres of its total landmass is federally managed.
