It's not going to happen, but it might LOOK like it is. It's your job to be stoic in the face of danger and state the problem: the corrupt existing regime being criminals who have committed the most heinous crimes, and are trying to escape justice with greater chaos. There it is right in front of you (you say). You use the fact it is apparently happening to help persuade everyone that they need to be focussed on removing the corruption. The change in public opinion prevents the event happening in-the-end, but the threat of it happening was needed to make that outcry happen. That's the logic for me anyway.
