It's part of the agreement. [they] have to telegraph [their] intentions before committing to an act, whether it be good or bad. However, the comms [they] use aren't overt, in order to keep "the profane" (us) in the dark about [their] true intentions. It has nothing with anything else but the agreement between the forces of good and evil.
