As in, Q knows one of the tactics by the cabal would be "an attempt" on the democratic nominee, so by "spamming" the news cycle with Trump attempts and showing the world that the news doesn't actually care about attempts (because Trump), Q now completely disarms the cabal by making an attempt less of a "once in a lifetime historical event that should be covered on the news 24/7" and makes it into just another Tuesday. Because if any "attempt" happened against the other party, the news would push that constantly, trying to drum up sympathy and support and anger and outrage and drive NPCs to the polls. So maybe Q knew of one planned, so they allowed an mk ultra nutjob to try his best.
