Nobody was there to take Routh out if it went bad. And it went bad. Now they have Routh alive and they have his phone. If they were in control, they wouldn't be pulling this desperate, dumb shit. They'd just let Trump meander on to his eventual ultimate defeat in the election.

If I may expand on Cates's speculation:

They might have had a plan to bump off Routh after he took the shot. He might have been discovered too early.
