From the videos I saw, these devices maimed the person carrying it. They were not bombs that caused a lot of collateral/human damage. I am sure that did happen here and there, but nthe way this guy makes it sound.
As far as a tactic goes, when your enemy is not in a nice, compact regiment marching along and easy to identify, but is instead an amorphous group of soldiers hidden among the people (and using them as shields), it's a pretty focused tactic.
Exactly. It's the quickest way to take them out with minimal harm to civilians or service members. But I'm sure there's not much profit in doing this as there is to selling stockpiles of weapons.
