They're setting off bombs in a civilian area and they don't know where the bombs actually are, if there are innocent people near by, or what effect the explosion is going to have. That is, BY DEFINITION, not a targeted strike.
There have been literally thousands of explosions going off between pagers and other items (which have been detailed in other threads here) all over that city. We also know that the pager explosions were pretty much synchronized. I'm not even willing to entertain the argument that Israel waited for there to be no innocent people around because there's already videos of those pagers going off in stores and (the aftermath of) while people are driving.
Also, pajeets generally don't like muslims, something-something muslis trying to kill them. Indian and Pakistan have been threatening to nuke each other for decades now. I don't see an Indian activist woman going to bat for muslims.
