It is a tattoo of Ezili Dantor, the main loa (or lwa) or senior spirit of the Petro family in Haitian Vodou.

It really doesn't make sense that the Clinton Foundation would send Laura Silsby to Haiti to help traffic orphans out of Haiti and simultaneously pocket $10 billion in donations from the Haiti earthquake fund that could help feed all the orphans.
