Does not surprise me. Worked in a factory that shipped "migrants" from a major city to work - Somalis or something. I went into the restroom and one of the dudes was washing his bits in the sink. WTF right? Apparently not abnormal for them - I was told that if they had impure thoughts, they were required to wash their junk. I'd say 2008, NY.
