Hear me out for a moment:

PETA, ASPCA, etc have ALL been saying for years how we have an epidemic of stray cats continent wide. What if, we let the Haitians get rid of them all for us...and then send them back. Temp work visas for them for a period of two years, put ankle monitors on them all, and when the time's up, we round them all up and send them back.

I think this could work.
