I would suggest they modify the drones to spray paint the cameras. Trash cans are too easy to remove. Spray paint would be much more difficult to repair. I like their creative thinking though.

If they're going to use garbage cans, I'd suggest using circular ones. This way, it doesn't matter if the can rotates in the wind.
