They are well organized. When Quebec granted 25,000 Haitians Citizenship back in 1995, to help win the Quebec referendum. Within 1 year they controlled the sex trade and within 2 years they controlled the streets. A few years after that, many were working in good paying Government jobs, paying kickbacks to organized crime. They are tenacious when it comes to corrupting their new surroundings. A Coup d'etate is their method. Threaten the highest ranking official for a quick Victory..
