They absolutley do- it is simple, pharma companies go over and say "lookie! New drug! Heres the price..." and countries say, "no, price too high- our SOCIALIZED MEDICINE PROGRAMS will not pay THAT!!! We will pay xxxx or NO NEW DRUG IN OUR COUNTRY"

And it is absolutely right despite you Americans could call it wrong: socialism. Right because pharmaceutical companies have monopoly on their products so it isn't free market anyway. And fighting monopolies endangering consumer right is absolutely the job of the government in healthy free market economy.
It would be free market if everyone company who wants it could after mixing some chemicals make pharmaceuticals. But it is not possible as those products are patented. And who keeps patents (so called intellectual property isn't property at all but law privilege of monopoly on something) enforced ? The state.
But that NOT means that Americans are paying for the costs of production and Europe is parasitising. If US government allows excess profits for those foreign pharmaceutical companies then that is US consumer problem with US government. As it means US government not negotiates at all about limiting those prices or gets "somehow" terrible deals (and let me guess: people related to those who negotiate those deals or those people get seats in those pharmaceutical companies or gifts from them and nobody cares isn't it ?)
