My guess, the "tunnel" is hidden in the "foundation of the bridge" running across that bay.
The drains in that road would double as air vents and the electrical for the lighting on the road doubles to power the lights in the tunnel.
That would allow it to be built in broad daylight. No one would second guess the fundation and any maintenance access ways would be human trafficking tunnels.
