I believe in Wisconsin you still need to show id to vote in person. If you are registering to vote, you need to bring a utility bill or something official with your name and address on it to prove your current address.
If you are requesting an absentee ballot, the ballot is mailed to your voter registered address. In other words, it is proof that it is a valid voter because the name and address matches the voter. No need for an ID. The names and address match.
This is not to say that there isn't massive cheating going on. This is not to say there are not corrupt clerks and postal workers.
