This title is disingenuous. Despite his fumbling and stammering, he was able to convey the message that they are doing everything possible and have set aside resources for when the request is made.
It’s my understanding that the states must deal with disasters to their capacity and make requests for additional aid; although I am not an expert on this.
The more sinister aspect is how he describes the devastation as “amazing” and “stunning” and appears almost gleeful as he reflects upon it.
