That's only for flushing the toilet because they generally don't have tanks and float valves. Many of them are squat toilets.
For cleaning up after you've done your business, they all have spray guns. The well known "bum gun". No different than a bidet. It's actually much cleaner and more hygienic than toilet paper.
Wrong! I lived in the Philippines for 3 years and had numerous vacations besides. Bum Guns are only in fancier places. The norm is a bar of soap and your hand if you are a Filipino. In many places, the water pressure is low or no for a lot of the day.
The dipper is called a tabo and is used for all kinds of things. Often thats how you have to bathe, the typical bathroom has a sink and toilet and the entire bathroom is the shower stall. Many places that HAD a shower at one time are broken.
Its a very good idea to take TP with you everywhere you go. Yeah the bum guns are cleaner, recommend them.

Our house in the Philippines has no bum gun, so having water is a major issue. We catch rain water for showering, flushing, washing clothes and dishes. Several water systems come and go, but only able to fill a few 5 gallon jugs a day because its a blue hose running down the street. We were lucky in that when there's no water system working we could get drinking water from a spring down a steep slope. If it hasn't been raining then save the water for toilet and dishes and load up to take the clothes and bathe in the river thats close to town.
If you eat only in upper-class restaurants and fast food chains, they will likely have TP and or a bum gun, same with hotels. TP is a luxury item that costs an hours pay for a small roll.
