This reminds me of the "Lahaina" model to inflict maxium casualties.
This is about preventing as many people as possible from returning home for as long as possible.
Delay, delay, delay. I wonder what kind of deep state facilities are being evacuated during this chaos.
I have to think if the "officials" and law enforcement are preventing rescue, that means they have teams going in and ASSASSINATING survivors. Why else would they be stopping rescue attempts???
