My thinking is that it is a "search and rescue mission" set up by military. Can you just drive up to the dockyards and go in? Absolutely not, the longshoreman control everything on those docks. Strikers out front, "look at us, look at us", meanwhile around back, the military breaks out the latest and greatest hi-tech scanners (assuming that technology exists) that can pick-up shape, heat or movement on a massive scale, pinpointing the exact location of possible victims..., instantly. Set this operation up at all (36 ports) simultaneously where docker's are on strike and away you go. This goes on for maybe 10-14 days or so (public getting ready for a shut down anyway). ILA gets what they want for an agreement (for their trouble), strike ends, mission accomplished!! Please reel me back in!!
