I honestly think these "fines" that are really slaps-on-the-wrist for these companies are just money laundering. SEC: We need more money! Banks: We got you! Just keep promising not to implement any rules against x, y, or z! (such as making naked short selling illegal, or ignoring the derivatives elephant in the room).
