Note that this is only for FEMA-provided goods and services. These will often sit unused due to government incompetence.
There is a separate avenue for state/ local and nonprofit provided goods and services to receive FEMA repayment, which specifically does not allow approved vendor lists. Here's the FEMA manual. But it's messy and complicated and the government can come back later and take back the money if the county didn't fill out a form correctly (see oig.dhs.gov for examples)

The FEMA approved vendor list is a very small target, amidst a high target area. Seek other targets.
Seems those who are after the Lithium will likely benefit the most.
Still all of them are data points to consider. Until we have all all the data, it will be difficult to find the real purpotrators.
That said, what targets do you think we should also consider?
There was a post about BlackRock investing in the mining company that applied for mining rights in the area 3 days before the storm hit.
As well there are claims of government employees on the ground telling everyone they cannot rebuild or stay where they used to live if they wanted to.
Another claim about anyone taking the $75) losing their land to FEMA if they don't repay that loan.
I am seeing a pattern of land grabbing between this & Maui.
Let's not forget that disaster zones are ripe with child traffickers globally.
