I believe they created Hurricane Helene and steered it over the towns rich with Lithium and had it linger there more than a natural hurricane to do the most carnage and damage.

The New World Order achieved many things:

Clear the land of people - helps with depopulation immediately and in the future.
Lower the price of the land to purchase at a good deal.
Saves them money on destroying structures. Just move the rubble.
